Improve publications sources page

  • Only allow privileged users to start harvesting
  • Investigate why editing multi-value entity options often fails to change each value, but only sets a single value
  • Add metadata transformer option to OAI-PMH publications source
  • Scope publications sources on the currently signed-in user ... only admins can see all publications sources
